WWE’s decision to place Bo Dallas into the WWE Royal Rumble match led to the company cutting one surprise spot for the match. That spot belonged to Shelton Benjamin, who was already going to be in town working an indy show and had agreed to work the match. WWE changed plans, decided to run the NXT tournament, and Dallas got the spot. Carlito was also flown in and was backstage at the event but ended up being replaced by The Godfather.

The Goldust return had been planned for a week or so prior to the pay-per-view due to the angle with his real-life brother, Cody Rhodes.

what a waste with the godfather, he just walked down and got knocked out and gone, would have been fun to see the gold standard again

Goldust was awesome! The Godfather did not do anything. It would be have been great to see Carlito, or Shelton in that spot! They also could have gone without Sin Cara or The Great Khali.
